PROJECT EXECUTIVE ENGINEER

technicians / supervisor upon company growth
3. JOB DESCRIPTION :
a. Broad function summary
Responsible at project engineering design stage, for
planning & coordinating the basic design,
specifications, capital and operations expenditures,
execution schedule, tendering, contracting and
performances guarantees of the Utilities Plant-
Facilities project,
Responsible for execution, at project implementation
stage, for planning, coordinating, controlling the
project execution, procurement and construction on
site until the testing commissioning and the
achievement of Utilities Plant-Facilities performances
(utility quality, capacity, availability, efficiency),
Responsible for project planning, coordination,
monitoring, control to insure respect of health &
safety, quality, time schedule objectives and capital
expenditures budget achievement in liaison with
ENGIE Services, coordinating internal or external
consultants, contractors, suppliers and authorities.
b. Duties and responsibilities
Support and coordinate with the Energy
Management (EM) team for the initial project
development by participating in the project feasibility
assessment (preliminary design, contractual scope of
work, specifications, execution schedule,
costs…etc.),
Overall, his/her duties cover the whole spectrum of
project planning, monitoring, (from inception through
preliminary design, design development, detailed
costing, contract administration, execution) and
coordinate, control the implementation and
construction of each project:
 Liaise and coordinate with internal EM engineering
team, consultants, suppliers to understand, establish,
review, validate and issue the projects specifications
(M&E equipment, systems, infrastructure, structural
& civil works), capital expenditures, operations
expenditures and the performances guarantees ;
liaise with customers, support for presentation to
customers,
 Support for coordination with Malaysian
Authorities, utilities and Government Agencies for
project incentives application / coordination, regular
and special inspections, infrastructure and project
authorizations, licensing issues, and for general
project implementation coordination required,
 Liaise, coordinate and support for evaluation &
negotiation with contractors, vendors and/or
suppliers proposals to match technical-financial,
health-safety, quality, capital expenditures and
profitability specifications and requirements,
 If required for such project, coordinate & support
for liaison with Consultants for Bid tendering, bid
evaluation and contractors/equipment suppliers
selection,

 Work closely for planning and coordination with
Business Development and Energy Management
teams throughout the project development lifecycle,
from Utilities Plant-Facilities preliminary audit,
detailed audit, proposal development, through to
contract signing and project kick-off,
 Plan the project kick-off, coordinate with
engineering, contractors, support the definition of the
project health & safety, quality, budget, planning,
performances control execution plan,
 Coordinate, monitor and control the project
execution works quality, perform regular site review,
issue regular project progress report, identify critical
risk, issues and potential deviations and insure
project is implemented in accordance with
specifications, budgets and schedule as stated in the
contract signed with the customer
 Initiate and draft the project testing and
commissioning, handover procedures to deliver
project performances guaranteed to the customer as
well as training on safety, Operation & Maintenance
(O&M), project documentation to O&M operations
teams insuring practice and knowledge is effectively
transferred.
 At the end of each project, initiate, plan and
coordinate – for the Project Management section – for
the full review the project in order to define the best
practices, methods, tools and organization for the
Projects team quality and performances
